DEPARTMENTAL SUMMARY
The Treasurer’s Office primary responsibilities are the safeguarding, investing, recording and disbursing of Municipal Funds. Responsibilities also include the oversight of the departments in Administration Finance, such as Accounting, Assessors, Tax Collectors, Management Information Systems and Purchasing. Additional functions include preparation of the Annual Budget, Tax Collections for Tax Title Properties, processing of forms and disbursement of funds to State and Federal Governments for Payroll Taxes and Administration Deferred Compensation Programs. Also, this office assists city employees with various city Benefit Programs and advises City Officials on matters of Municipal Finance.
The Treasurer’s Office also manages Long Term Debt Service related to major capital improvement projects. The City finances capital projects through the sale of Bond Anticipation Notes, which are later converted to Municipal Bonds, with a fixed term and interest rate. Interest Earning Municipal Bonds and Notes are exempt from Federal and State Income Taxes.
The Treasurer’s Office receives funds through the collection of Property Taxes, Water, Sewer Fees, Motor Vehicle Excise Tax and Funds provided by Commonwealth, Federal Government and other local receipts.
